Debe Loxton, M.A. joined LA’s BEST in 1990 as Program Director and has served as the organization’s Chief Operating Officer since early 1998. She is the Los Angeles Unified School District administrator for the LA’s BEST program and is responsible for programs and staff for 200 elementary schools. Her long history with LA’s BEST and her knowledge of operations logistics and policy make her a valued asset to the organization. Her responsibilities include program administration and evaluation, organizational development, and grant analysis ensuring that LA’s BEST is in compliance with the standards set by the partners of the program (LAUSD, LA’s BEST Board of Directors, and the City of Los Angeles). She is responsible for evaluating policies and procedures, delineating and codifying duties and responsibilities of staff and operational systems/requirements, advising the school district regarding developing and implementing enrichment programs, and ensuring program compliance with terms and conditions of grants. Prior to joining LA’s BEST, Ms. Loxton worked for 10 years in the Youth Services Section of the Los Angeles Unified School District.

Ms. Loxton has been a longtime activist on various community and education committees, which have included the Beyond the Bell Branch of Los Angeles Unified School District, Los Angeles County Office of Education, California After School Network, Cross Cities Network, and Los Angeles Partnership for After School Enrichment. She has been a featured speaker and conference presenter for education and enrichment programs at conferences throughout the country.

Ms. Loxton holds a Master’s degree in Human Development from Pacific Oaks College in Pasadena, California. Ms. Loxton has also served as senior adjunct faculty in the Human Development Department at Pacific Oaks College teaching courses in communication, human development, and leadership.
